KEY QUALIFICATIONS
Osifo Tellson Ojogun has University degrees in Sociology (BSC) and Population Studies (MA) as well as other related courses which in the first place paved the way to the learning and understanding of human society and the attendant need for its continuous existence and development. Osifo has monitoring and evaluation, research (including data collection analysis and reporting) administrative, and program management experience over the course of a career at the National Population Commission and other private and public agencies spanning over 25 years. During this period, Osifo became involved in both national and international funded projects laced with monitoring and evaluation – baseline, midline and end-line.
Project Coordination and Data Collection: Promoted a Deputy Director in 2012; on leave of Absence to be Country Manager, Nigeria Measure Learning and Evaluation of the Population Centre University of Chapel Hill, via Intrahealth International Nigeria and part time Project Director, Data Research and Mapping Consult Nigeria I have the honor to plan and execute projects in terms both coordinating, evaluating, and re-coursing of activities to suit and meet targets. Recent activities had included policy direction and guidance in tracking, mapping and interview of women and households enlisted and interviewed first, 2010, second, 2012, and third 2014. It also involved tracking and mapping health facilities taking statistics of their geo position and activities. This is most similar to tracking of SMSEs.
Projects, Monitoring and Evaluation Systems: I have participated in various projects that are monitoring and evaluation related. The projects included Sentinel Surveys (1994, 1996 and 2007) meant to monitor and evaluate the implementation of National Population Policy. Others include Monitoring and Evaluation of Vital Registration Project, 2007; Evaluation of Community Response on HIV/AIDS, 2010; Measure, Learning and Evaluation of Nigeria Urban Reproductive Health Initiative, 2010; the Nigeria Demographic and Health Surveys, 1999, 2003 and 2008 (monitored the state of health in Nigeria), etc. Monitoring and evaluation portends research to a large extent. I am experienced in national, local and international research covering children, adults and youth. Some of the research endeavors had the collaboration of the UNICEF such as situation analysis of orphans and vulnerable children in Nigeria, survey of children in conflict with the law in Police Custody, etc.
Training and Facilitation, data analysis and reporting: my career as planner, researcher and administrator has exposed me to acquiring knowledge and imparting same. I have participated in the training of Commission’s staff in project monitoring and evaluation. More so, I have been involved in training of research facilitators and assistants in various fields such as demographic, health, social, economics etc. I also train some officers and men of the Nigeria Police force in crime data management.
The collection of quality data has been my set goal and I will humbly say it is usually achieved. Apart for the above I have depth in the use of statistical packages for data analysis where I have trained people in use of SPSS. I am not left behind in reporting on finding and enabling policy decisions
Communication: Well-endowed with communication skills in English, Ika, Igbo and Hausa Languages. This has assisted me during the various census and surveys, advocacy visits as well as in communicating research findings policy makers, local communities, NGOs etc.
Management and Team Work: As a civil servant and a Planning Officer in charge of monitoring and evaluation, working in the field coordinating, facilitating and supervising in a number of States and communities, I have acquired skills that enable me to work harmoniously with people with diverse skills, talents, temperaments and aspirations, working together as a team to achieve common goals. As head of unit in the Planning and Research Dept of National Population Commission, I management research and other projects as well as provide direct line supervision of staff in the unit.
Integrity and Commitment: Managed government financial resources with integrity and accountability for achievement of project and activity results.
Strategic thinking and Result Orientation: Have acquired some skills in result based management during some of my workshops and short courses and have utilized same in facilitating the implementation of result based programs in the course of my official duties in the National Population Commission.
Personal Qualities: Ability to work under Pressure, Ability to work in a team, Ability to work without being monitored, Analytical approach to problem solving.
